آليات تنمية رأس المال البشري في ظل التحول نحو الاقتصاد الرقمي

Résumé: أدت الثورة الرقمية إلى تصاعد أهمية رأس المال البشري بما يتميز به من قدرات على الابتكار وتوليد الجديد. وتختص هذه الدراسة بآليات تكوين رأس المال البشري. وسيتم تقسيم الدراسة إلى محورين وباستخدام المنهج الوصفي التحليلي يتناول الأول أساسيات حول الاقتصاد الرقمي بعرض مفهومه ومميزاته وخصائص رأس المال البشري الذي يتطلبه. ويعرض المحور الثاني آليات بناء رأس المال البشري. وتوصلت الدراسة إلى أهمية كل من الخيال العلمي كمنهج دراسي والتعلم المستمر والتدريب في تكوين رأس مال بشري يستجيب لمتطلبات الاقتصاد الرقمي. لتختتم الدراسة بعدد من المقترحات المتعلقة بالموضوع. Abstract: The digital revolution has increased the importance of human capital with its innovative capabilities and new generation. This study is concerned with the mechanisms of human capital formation. The study will be divided into two axes and using the analytical descriptive approach. The first axis deals with the fundamentals of the digital economy by presenting its concept, characteristics and the characteristics of the human capital it requires. The second one presents mechanisms for building human capital. The study found the importance of science fiction as a curriculum, continuous learning and training in human capital formation that responds to the requirements of digital economy. The study concludes with a number of proposals on the subject.
