الاستراتيجية الاوروبية لإدارة أزمة اللاجئين السوريين وتحدي الادماج: النموذج الألماني

Résumé: مع تسارع وتيرة تدفق اللاجئين السوريين نحو دول الاتحاد الأوروبي في أواخر 2015 تباينت مواقف الدول الأوروبية بين المدخل التقليدي الأمني وبين المدخل الإنساني الذي تبنته ألمانيا في تعاملها مع اللاجئين والذي جاء بعد اعلان المستشارة الألمانية أنجيلا ميركل عن فتح أبوابها أمام السوريين ورغبتها في احتوائهم داخل المجتمع الألماني، غير أن تبعات الأزمة كانت أقوى، فمجازفة ميركل بالانفتاح غير المشروط باستقبال اللاجئين جوبهت بانتقادات لاذعة من طرف التيارات المعادية للاجئين مما دفع الحكومة الألمانية إلى مراجعة دورها عن طريق مطالبة المجتمع الأوروبي بتقاسم مسؤولية المهاجرين وانتهاج سياسات أكثر تشددا مع اللاجئين السوريين، وعليه يهدف هذا المقال الى دراسة الفجوة بين اندفاع الجهود السياسية الألمانية لدمج اللاجئين السوريين في المجتمع الألماني وبين القيود التطبيقية التي تحول دون عملية ادماج ناجحة لهم. With the acceleration of the flow of Syrian refugees towards the European Union countries in late 2015, the positions of European countries varied between the traditional security approach and the humanitarian approach adopted by Germany in its dealings with refugees, which came after German Chancellor Angela Merkel announced that she would open her doors to Syrians and her desire to include them within German society. However, the consequences of the crisis were stronger, as Merkel's risk of unconditional openness to receiving refugees was met with harsh criticism from anti-refugee movements, which prompted the German government to review its role by demanding that the European community share responsibility for immigrants and adopt stricter policies with Syrian refugees. Accordingly, this article aims to study the gap between the momentum of German political efforts to integrate Syrian refugees into German society and the practical constraints that prevent their successful integration process.
