قضايا اللاجئين في الاستراتيجية الأمنية الجديدة للاتحاد الأوربي: دراسة حالة السوريين Refugee Issues In The New Eu Security Strategy: A Case Study For Syrians

Résumé: ملخص: تهدف هذه الدراسة لابراز الاستراتيجية الأمنية الأوروبية الجديدة تجاه قضايا اللاجئين، بحيث أصبحت ظاهرة اللجوء من أهم الظواهر التي تستدعي الاهتمام بها على المستوى الدولي والإقليمي في إطار القانون الدولي العام من أجل التعامل معها بمقاربة أمنية ذات فاعلية ونجاعة توكد على حماية حقوق هؤلاء اللاجئين. ونتيجة لزيادة عدد اللاجئين في العالم تنادي الكثير من الأصوات الحكومية وغير الحكومية بضرورة التكفل أو التحصّن الإستقباقي من ظاهرة اللاجئين من خلال العمل المبكر والوقائي للحيلولة دون انتشار الأزمات والنزاعات الداخلية والدولية. ولذلك يعد البحث في التداعيات الأمنية للاجئين السوريين على الأمن الأوروبي وفق التصور الأوربي للأمن الجهوي/القاري من جهة، ورصد معاناة اللاجئين السوريين من أوضاع إنسانية صعبة، وتدهور الظروف المعيشية من تشريد وجوانب كارثية في المجال الصحي والاجتماعي والاقتصادي من جهة ثانية أمرا ملحاً، هذا إلى جانب ضرورة الاطلاع على استراتيجية التعامل الأوروبي مع أزمة اللاجئين السوريين. Abstract: This study aims at the new European security strategy towards refugee issues, so that the phenomenon of asylum is one of the most important phenomena that require attention at the international and regional level within the framework of international public law in order to deal with it with an effective and efficient security approach that emphasizes the protection of the rights of these refugees. As a result of the increase in the number of refugees in the world, many governmental and non-governmental voices call for the need to guard against the phenomenon of refugees through early and preventive action to prevent the spread of internal and international crises and conflicts. Therefore, the study of the security implications of the Syrian refugees on European security in accordance with the European perception of regional / continental security on the one hand, and monitoring the suffering of the Syrian refugees from difficult humanitarian situations, deterioration of living conditions of displacement and catastrophic aspects of health, social and economic on the other hand urgent As well as the need to learn about the European strategy of dealing with the Syrian refugee crisis.
