Résumé: لقد زاد الاهتمام بموضوع الإدارة الالكترونية نتيجة للتطور الحاصل في نظم المعلومات والاتصالات إذ تؤدي عملية تبنيها إلى إحداث سلسلة من التغييرات الجوهرية في شكل ودور الأجهزة الإدارية بما فيها الإدارة المحلية، والتي تعد نقطة تحول هامة للتعامل مع الجمهور بصورة أسهل وأحسن، والاستجابة لاحتياجاتهم بشكل أسرع وبتكلفة أقل، وبما أن الإدارة المحلية تعد ركيزة أساسية في النظام الإداري للدولة لقربها من المواطنين وللمهام والوظائف المنوطة بها والتي تصب في تحقيق الأهداف الاستراتيجية الرامية إلى تلبية الحاجات الضرورية للمواطنين وتحقيق التنمية المحلية في جميع المجالات، أصبح من الضروري عليها مواكبة التكنولوجيات الحديثة وتبني الحلول الرقمية الحديثة لتحسين أدائها وتحسين الخدمات المقدمة للمواطنين. وتهدف هذه الدراسة إلى معرفة تطبيقات الإدارة الالكترونية على المستوى المحلي في الجزائر وأثرها على كفاءة أداء الإدارة المحلية، وإلى تسليط الضوء على متطلبات التحول الالكتروني والتحديات التي تواجهه. the growing interest in e-government is a result of the rapid advancements in information and communication systems. The adoption of e-government practices brings about a series of fundamental changes in the structure and functions of administrative bodies, including local administration. This transformation marks a significant turning point in how public institutions interact with citizens, making service delivery easier, more effective, faster, and more cost-efficient, local administration represents a key pillar of the state’s administrative system due to its proximity to citizens and the responsibilities it holds in achieving strategic objectives aimed at meeting citizens’ essential needs and promoting local development across various sectors. Therefore, it has become imperative for local administrations to keep pace with modern technologies and adopt innovative digital solutions to improve their performance and enhance the quality of services provided to the public. This study aims to explore the implementation of e-government applications at the local level in Algeria and examine their impact on the efficiency of local administration. It also seeks to shed light on the requirements for digital transformation and the challenges it faces.
