أثر الإدارة الإلكترونية في تحسين الأداء الوظيفي للعاملين

Résumé: تعتبر الإدارة الإلكترونية من المفاهيم الإدارية الحديثة في التسيير، التي ترتكز على الاستخدام الكثيف للتكنولوجيات الحديثة كأسلوب جديد في التسيير.فلهذا المفهوم الجديد أثر بالغ على أداء العاملين وعلى طبيعة العلاقة بين الإدارة الإلكترونية كمتغير مستقل والأداء الوظيفي كمتغير تابع، وهو ما أكدته نتائج الاستبيان المعد لهذا الغرض، حيث تم توزيع الاستبيان على عينة مكونة من (50) موظف، أختبر منها (34) استبيانا صالحا للدراسة. توصلت دراسة المتغيرات والعلاقة بينهما،من خلال التحليل الإحصائي، إلى تحقيق مستوى مقبول فيما يخص توفر المقومات التقنية، المالية والبشرية لتطبيق الإدارة الإلكترونية، قدرت في المتوسط بــ: (54%)، كما بينت النتائج أن الإدارة الإلكترونية تسهم بنسبة كبيرة في زيادة وتطوير الأداء الوظيفي للعاملين، كتوصية، أكدت الدراسة على التكوين وتنمية ثقافة استعمال التكنولوجيات الحديثة للموظفين، وإشراكهم في جهود التطوير والتحسين. كما ألحت على ضرورة تكييف التطبيقات والعتاد المستخدم مع واقع الإدارة العمومية وتوحيد طرق العمل المستخدمة من أجل الرفع في مستوى الأداء الوظيفي للعاملين. E-administration is one recent management concept, based on the Intensive use of the New Information Technology “NIT”. It has a real effect on employees' job performance and the nature of the relationship between E-administration as independent variable and the job performance as a dependant one. This is confirmed by the questionnaire distributed to a sample of (50) employees. The study of the variables and their relationships, through statistical analysis, has brought out an acceptable level of technical, financial and human conditions availability for E-Administration (54%), and shown that E-administration contributes significantly in improving and developing employees’ job performance. The study recommends that E-administration development efforts should be associated with more training and spreading employees’ “NIT” culture. Also, it stresses on the necessity for adapting applications and equipments in use to the reality of public administration and the standardization of work methods to raise employees’ job performance.
