أثر التكنولوجيات الحديثة في تطوير أداء البلديات الجزائرية: دراسة في العوامل السياسية و الاقتصادية

Résumé: تهدف هذه الدراسة إلى الكشف عن أهم العوامل المؤثرة في توظيف الجهاز التنفيذي (الإداري) للتكنولوجيات الحديثة على مستوى البلديات الجزائرية و التي أضحت ضرورة ملحة فرضتها التطورات المتسارعة على مستوى البيئتين الداخلية و الخارجية و كذا انتشار تطبيقاتها على مستوى التنظيمات الإدارية. يفتح استخدام النظام الرقمي آفاق جديدة في مجال التنظيم، التسيير و تحسين الخدمة العمومية في البلديات، لكن الوصول إلى تلك الآفاق المنشودة يبقى مرهونا بمدى توفر بيئة العمل المناسبة لذلك، و لعلى أهم العوامل المؤثرة في ذلك الاستخدام هي عوامل السياسية و الاقتصادية. سنبحث من خلال هذه الدراسة في تأثير تكنولوجيا المعلومات و الاتصال في البلديات الجزائرية من منظور بيئي يرتكز على تحليل العوامل السياسية و الاقتصادية. This study aims to reveal the most important factors affecting the employment of modern technologies by the executive (administrative) body at the level of Algerian municipalities, which has become an urgent necessity imposed by the rapid developments at the level of the internal and external environments, as well as the proliferation of its applications at the level of administrative organizations. The use of the digital system opens up new horizons in the field of regulation, management and improvement of the public service in municipalities, but access to these desired prospects depends on the availability of the right working environment, and the most important factors influencing that use are political and economic factors. Through this study, we will examine the impact of Information and Communication Technology in Algerian municipalities from an environmental perspective based on the analysis of political and economic factors.
