Modélisation Des Impacts D’un Black-out Électrique (boe) De Longue Durée Sur La Résilience De La Ville De Demain. Simulation Sur La Commune D’alger-centre

Résumé: In these recent years, astrophysicists have established a phenomenon of the earth magnetic field weakening. The change of its intensity is currently explained by researchers through several natural occurrences that our planet suffers-up today, and among them the global warming. In fact, a new age of warming has begun, as the result of various natural (for example climatic) or anthropogenic effects (for example greenhouse gases emissions). Our planet is a complex system, which elements interact between each other in a complementary way. It is enough for a single element to destabilize the earth climate and to induce multiply consequences on our planet (for example the weakening of the magnetic field). In this complex system, cities could not be out of those consequences. In fact, solar storms caused by the weakening of magnetic field have an important role to play in breaking the electric power distribution for a long period in the cities; this phenomenon is called “Electric Blackout”. Smart cities would be at the top of the list of exposition, being the most vulnerable to this electrical risk. Based on the new information and communication technologies, these cities of the future could go directly to an economic, social and environmental disaster. Algiers, with its project of smart-city planned for the future, would be certainly exposed to this phenomenon if the necessary measures to strengthen its resilience face to this risk would not be taken into consideration. So, this research aims firstly to understand the phenomenon of the BOE, to identify its probable effects and to analyze the possibilities of urban adaptation by proposing some resilient solutions, which could be taken into consideration as priority ones during the realization of the smart city project in the municipality of Algiers-Centre. This contribution could also raise the awareness of stakeholders, involved in city planning, design and management, on this risk that is only beginning to emerge as a very challenge for the future.
