عصرنة نظام الضمان الاجتماعي في الجزائر: تجربة بطاقة الشفاء

Résumé: تهدف هذه الورقة البحثية إلى إبراز تجربة عصرنة نظام الضمان الاجتماعي في الجزائر، من خلال إدخال استخدام بطاقة "الشفاء" الالكترونية على منظومة الضمان الاجتماعي في هذا البلد ابتداءا من سنة 2007. حيث تطرقت الورقة بداية إلى التعريف بهذه البطاقة وأهدافها، وكذا المراحل التي مر بها مشروع البطاقة، وكيفية استخدامها، وأخيرا إلى المزايا والعيوب التي ميزت استخدام بطاقة الشفاء في الجزائر. وقد خلصت الورقة البحثية إلى أهمية تجربة بطاقة الشفاء ونجاحها في عصرنة قطاع الضمان الاجتماعي في الجزائر، بما يؤهلها لأن تكون تجربة نموذجية بالنسبة للعديد من الدول. الكلمات المفتاحية: بطاقة الشفاء، الضمان الاجتماعي، المؤمن الاجتماعي، التأمين الاجتماعي، الجزائر. Abstract: The aim of this paper is to highlight the experience of the modernization of the social security system in Algeria, through using the card of "healing" electronic in social security system in this country, starting from the year 2007. The paper dealt with the beginning of the definition of this card and Thiers objectives, as well as the stages undergone by the card project, and how to use them, and finally to the advantages and disadvantages that have characterized the use of card healing in Algeria. The paper concluded by the importance of the experience card healing and its success in modernizing the social security sector in Algeria, the makings to be a typical experience for many countries.
