قراءة وصفية تحليلية لتجربة بطاقة الشفاء كنموذج لتطبيق الإدارة الالكترونية في الجزائر

Résumé: ملخص: هدفت هذه الدراسة إلى تقييم تجربة بطاقة الشفاء من وجهة نظر عينة من مستخدميها المؤمن لهم اجتماعيا في الصندوق الوطني للتأمينات الاجتماعية للعمال الأجراء، لمحاولة معرفة مساهمة استخدام الإدارة الالكترونية في تحسين الخدمات المقدمة ، و إبراز المعوقات التي تواجه مستخدمي هذه البطاقة، وتم الاعتماد في هذه الدراسة على الاستمارة كأداة للبحث بالتركيز على مجموعة من الأساليب الإحصائية. خلصت الدراسة إلى مجموعة من النتائج، أبرزها أن هناك تقييم ايجابي لمساهمة للإدارة الالكترونية من خلال بطاقة الشفاء في تحسين الخدمة العمومية في مؤسسة الضمان الاجتماعي على الرغم من وجود العديد من المعوقات التي تحول دون تحقيق هذا الهدف. كلمات مفتاحية: الإدارة إلكترونية ، الخدمة عمومية ، نظام الشفاء، الضمان الاجتماعي. Abstract: This study aimed to evaluate the experience of the chifa card from the point of view of a sample of its socially insured users in the National Social Security Fund for Salaried Workers, to try to know the contribution of the use of electronic management in improving the services provided, and to highlight the obstacles facing users of this card, and in this study the form was relied on as a research tool a set of statistical methods were relied upon. The study concluded with a set of results, most notably that there is a positive evaluation of the contribution of electronic management (the cure card) to improving the public service in the Social Security Institution, despite the presence of many obstacles that prevent the achievement of this goal.
