الضمانات القانونية الجديدة لنزاهة العملية الانتخابية في ظل الأمر 21-01

Résumé: عرفت الجزائر جملة من الإصلاحات السياسية إثر الحراك الشعبي الذي خرج فيه الشعب مطالباً بتعميق الديمقراطية وتجسيد فكرة المشاركة السياسية، ومن بين هذه الإصلاحات فقد تم تعديل الدستور سنة 2020 و إصدار الأمر 21/01 المتضمن القانون العضوي للانتخابات والذي حمل ضمانات جديدة لنزاهة الانتخابات تجسدت في تعديلات على مستوى السلطة الوطنية المستقلة للانتخابات وكذا في محاربة المال الفاسد من خلال استحداث لجنة مراقبة تمويل الحملة الانتخابية وتغيير نمط الاقتراع للقضاء على ظاهرة شراء المناصب في الترشيحات، كما سن الأمر 21/01 شروطاً جديدة للترشح لمختلف الاستحقاقات الانتخابية. .Algeria has known a number of political reforms following the popular movement in which the people demanded the deepening of democracy and the embodiment of the idea of political participation. Among these reforms: the amendment of the constitution in 2020 and the issuance of Ordinance 01/21 containing the organic law for elections, which carried new guarantees for the integrity of elections that were embodied in the amendments to the Independent National Electoral Authority, as well as in the fight against corrupt money through the creation of a committee to monitor the financing of the electoral campaign and changing the voting pattern to eliminate the phenomenon of buying positions in nominations. Ordinance 01/21 enacted new conditions for nomination for various electoral benefits
