سياسة الضمان الاجتماعي في الجزائر بين تحديات تحقيق التوازن المالي للصناديق وتكريس العدالة الاجتماعية مقارنة بفرنسا (1983-2018)

Résumé: تسعى هذه الدراسة إلى تحديد أهمية نظام الضمان الاجتماعي ومكانته في أجندة الحكومة الجزائرية، وهذا من خلال استعراض وتقويم أهم السياسات والبرامج التي تبنتها الحكومة في هذا المجال، مع الأخذ بعين الاعتبار مختلف الأحداث والتغيرات التي مرت بها البلاد منذ تأسيس أول نظام للضمان الاجتماعي سنة 1983 إلى غاية 2018، ومن ثم قياس أداء الحكومة الجزائري في كل مرحلة، ومقارنتها مع أداء الحكومة الفرنسية في مجال الضمان الاجتماعي. Cette étude vise à déterminer l'importance de la sécurité sociale et sa position dans l'agenda du gouvernement algérien, et ce, en présentant et en évaluant les politiques et programmes les plus importants adoptés par l'Algérie dans ce domaine, en tenant compte des différents événements et changements que le pays a traversé depuis la mise en place du premier système de sécurité sociale à partir de 1983 à.2018., puis mesurer les performances du gouvernement algérien à chaque étape et les comparer avec le gouvernement français dans le domaine de la sécurité sociale This study aims to determine the importance of social security and its position on the agenda of the Algerian government, by presenting and evaluating the most important policies and programs adopted by Algeria in this area, taking into account of the various events and changes that the country has gone through since the establishment of the first social security system from 1983 to 2018, then measure the performance of the Algerian government at each stage and compare them with the government French in the field of social security
