التعاون الدولي الانساني أثناء الكوارث الطبيعية من الإغاثة إلى التنمية

Résumé: ملخص: هدفت هذه الدراسة إلى إبراز دور التعاون الدولي في تقديم المساعدات الانسانية أثناء الكوارث الطبيعية في الانتقال من مرحلة الإغاثة إلى مرحلة إعادة الإعمار وتحقيق التنمية المستدامة وذلك من خلال إبراز المبادئ التوجيهية التي يقوم عليها التعاون الدولي الانساني أثناء الكوارث الطبيعية، والآليات التي تحكم تلك المساعدات الانسانية والقيود التي تحول دون تحقيقها. وعالجت الدراسة مسألة عدم وجود سياسة دولية واضحة وموحدة في تقديم المساعدات الدولية، الأمر الذي جعل الدول المتضررة من الكوارث الطبيعية عاجزة في التوفيق بين سياسات الحد من الكوارث وسياسات الاستجابة لها. كلمات مفتاحية: الكوارث الطبيعية، المساعدات الإنسانية، التعاون الدولي، التنمية المستدامة، الإغاثة. Abstract: This study aims at showing out the role of humanitarian international cooperation in aids providing during natural disasters within the frame of the transition from assistance phase to reconstruction and sustainable development achievement one. This process will be fulfilled in terms of the guideline principles on wich the humanitarian international bases during the natural disasters and the mecanisms that regulate these humanitarian aids and the restrictions that hinder them as well. The study finds out that there is no clear and unite international policy concerning the international aids providing. That's why the states victim of natural disasters are unable to balance between the reducing of natural disasters policy and its managerial strategy.
