محددات قياس الاقتصاد الخفي في السودان خلال الفترة من ( 1990- 2015)

Résumé: تناولت الدراسة محددات قياس الاقتصاد الخفي في السودان خلال الفترة من ( 1990- 2015)، هدفت الدراسة الى التعرف على العلاقات التوازنية قصيرة وطويلة الاجل لمحددات الاقتصاد الخفي في السودان، تمثلت مشكلة الدراسة في ماهيّة محددات الاقتصاد الخفي في السودان، افترضت الدراسة ان هنالك علاقة سببية بين المتغيرات الاقتصادية وغير الاقتصادية وتنامي ظاهرة الاقتصاد الخفي، تعتمد منهجية الدراسة على الأسلوب الوصفي في وصف وتحليل ظاهرة الاقتصاد الخفي و الاسلوب القياسي من خلال استخدام منهجية الانحدار الذاتي ذي الفجوات الموزعة (ARDL )، توصلت الدراسة الى ان هنالك نمو مضطرد لحجم الاقتصاد الخفي في السودان يتمثل في أكثر المتغيرات تأثيراً عليه وهي ارتفاع معدلات البطالة ومستوى الفقر وانخفاض متوسط دخل الفرد على التوالي، وبناءً على ذلك اوصت الدراسة بالعمل على تحويل انشطة الاقتصاد الخفي المشروعة الى الاقتصاد الرسمي واعادة النظر في التشريعات والاجراءات بوضع استراتيجية لادارة الاقتصاد غير الرسمي. The study discussed, the determinants of measuring the hidden economy in Sudan during the period from 1990 to 2015. The study aimed at identifying the short and long term balance relations of the hidden economy in Sudan. The study was concerned with the determinants of the hidden economy in Sudan. Between the economic and non-economic variables and the growing phenomenon of the hidden economy, the methodology of the study depends on the descriptive method of describing and analyzing the phenomenon of hidden economy and standard method. Through the use of the ARDL methodology, the study found that there is a steady growth of the size of the hidden economy in Sudan is the most influential variables is the high unemployment rates and the level of poverty and low per capita income respectively, The study aims at transforming the activities of the legitimate hidden economy into the formal economy and reviewing legislation and procedures by developing a strategy for the management of the informal economy.
