المواطنة والهوية في الجزائر: من الهوية المدنية إلى الهوية الوطنية الجامعة

Résumé: يناقش هذا المقال إشكالية الهوية الوطنية في الجزائر التي تظهر في النقاش العام حول كثير من المشاريع المجتمعية الوطنية سواء في التربية والثقافة وحتى السياسة والاقتصاد. وفي ذلك ينطلق المقال من فرضية أنه بالإمكان تجاوز نقاش الهوية بوجود حد مقبول من شروط المواطنة التي تعمل على تحسين الشعور بالانتماء للوطن، وتؤسس لهوية مدنية تعبر عن قيمة اجتماعية وممارسة سلوكية تعبر عن انتماء مدني للوطن. وإذ يتحقق ذلك، يمكن حينها فتح نقاش هادئ وموضوعي وبعيد عن العصبية والايديولوجية بشأن الهوية الوطنية الجامعة للجزائريين الذين يملكون من العناصر التي تجمعهم أكثر بكثير جداً عمّا تفرقهم كالدين، التاريخ والمصير الواحد المشترك. This article discusses the problem of national identity in Algeria that appears in the public debate about many of the national community projects, whether in education, culture, and even politics and economics. The article is based on the premise that the identity debate can be overcome by the existence of citizenship requirements that improve the sense of belonging to the country, establishing a civic identity that expresses social value and behavioral practice of a civil affiliation to the country. In so doing, a quiet, objective and far from neural and ideological debate on the collective national identity of Algerians with much more elements than religion, history and common destiny can then be opened.
