الإصلاح البرلماني في النظم السياسية العربية: دراسة في مؤشرات تطوير الفعل البرلماني

Résumé: تعالج الدراسة موضوع متعلق بالإصلاح البرلماني في الدول العربية، انطلاقا من جملة من الإجراءات و المؤشرات التي تم إقرارها من طرف الدول ذات التقاليد الديمقراطية، وكيف يمكن للبرلمانات العربية الأخذ بها في سبيل تطوير أداء المؤسسة التشريعية في سياق ما يعرف "بالإصلاح البرلماني". وتهدف الدراسة إلى محاولة تفكيك مختلف مؤشرات الإصلاح البرلماني بمحاولة إسقاطها على ممارسات بعض البرلمانات العربية، وما مدى الالتزام النخب الحاكمة بالإجراءات التي تقرها لصالح توسيع صلاحيات النائب في أداء دوره الرقابي ، مما يعود بالفائدة على فعالية وحركية البرلمان ومنه جودة النظام السياسي. Abstract: The study deals with the issue of parliamentary reform in the Arab countries, based on a number of measures and indicators adopted by countries with democratic traditions, and how Arab parliaments can adopt them in order to improve the performance of the legislative institution in the context of what is known as parliamentary reform. The aim of the study is to try to dismantle the various indicators of parliamentary reform by trying to bring them down on the practices of some Arab parliaments. However, despite the efforts exerted in several Arab countries to develop this pivotal institution in the structure of any political system, there are still many obstacles, especially with regard to the difference between what is approved by the texts and what is translated on the ground. keywords: Reform Parliamentary - Arab Political Systems Parliamentary Action.
