تطوير الأداء البرلماني كآلية للإصلاح السياسي في النظم السياسية الافريقية

Résumé: تمتاز النظم السياسية الافريقية في الغالب بالشمولية والتسلطية وتعرف سلوكيات سياسية منحرفة نظرا لغياب ثقافة الديمقراطية ما أدى الى الاستبداد السياسي والانفراد بالرأي وسلطوية القرار وبما أن بناء الدولة يتطلب اجراء عملية إصلاح شاملة في ظل دستور يحدد طبيعة نظامها السياسي بوضوح ، وبما أن البرلمان كسلطة رسمية في الدولة يقلل الى حد كبير من حصر السلطة في يد طبقة محددة، كونه الهيئة التي تمثل الشعب وتعبر عن إرادته يهدف هذا البحث الى محاولة الكشف عن اثر تطوير الأداء البرلماني في النظم السياسية على المساهمة في عملية الإصلاح السياسي في افريقيا. يستلزم الإصلاح السياسي قيام برلمان ديمقراطي وقوي قصد التعبير عن مختلـــف توجهاتهم السياســـية والحزبيـــة والمجتمعية، ويمارس دوره الرقابي والتشريعي بما يتلاءم وطموحات المواطنين ان استمرارية دعم عمليات الإصلاح في المؤسسة التشريعية كون نقطة الانطلاق في عملية التطوير البرلماني تعني التوصل إلى اتفاق عام حول دور البرلمان في التحول الديمقراطي، ما يساهم بقوة في عملية الإصلاح السياسي وتوسيع المشاركة السياسية واضفاء الشرعية للنظم السياسية وتنويع آليات المراقبة المساءلة :Abstract African political systems are often characterized by totalitarianism and authoritarianism, and deviant political behaviors are known due to the absence of a culture of democracy, which has led to political tyranny, monopoly of opinion and authoritarian decision-making, and since building the state requires a comprehensive reform process under a constitution that clearly defines the nature of its political system, and since Parliament is an official authority in the state It greatly reduces the limitation of power in the hands of a specific class, being the body that represents the people and expresses their will. This research aims to try to reveal the impact of developing parliamentary performance in .political systems on contributing to the process of political reform in Africa Political reform requires the establishment of a strong and democratic parliament in order to express their various political, partisan, and societal orientations, and to exercise its oversight and legislative role in line with the aspirations of citizens. The continuity of support for reform processes in the legislative institution, being the starting point in the process of parliamentary development, means reaching a general agreement on the role of parliament in democratic transition. Which contributes strongly to the process of political reform, expanding political .participation, legitimizing political systems, and diversifying accountability monitoring mechanisms
