أساليب عصرنة الخدمات العمومية بالإدارة المحلية دراسة الخدمة بمصلحة الحالة المدنية بلدية تيارت

Résumé: تعد الخدمة العمومية من بين أهم المواضيع التي تحتل الصدارة في إهتمامات الدول و الحكومات الساعية لتقديم أفضل الخدمات لمواطنيها و كسب ثقتهم و تقوية علاقتهم بإدارتهم لأن الإدارة هي المرآة العاكسة للدولة بحيث إذا كانت هناك ثقة بين المواطن والإدارة فهذا يعني وجود ثقة بين المواطن والدولة.وتعتبر الجزائر من بين الدول التي باتت تسعى لعصرنة الخدمات العمومية خاصة على المستوى المحلي و لدراسة الموضوع سننطلق من إشكالية ما هي أهم الأساليب والإجراءات التي اتخذتها الجزائر لعصرنة الخدمات العمومية بالإدارة المحلية ؟ وقد توصل البحث بعد الدراسة الميدانية لمصلحة الحالة المدنية لبلدية تيارت ولاية تيارت أن الدولة الجزائرية تعمل على تجسيد مجموعة من الأساليب لعصرنة الخدمات العمومية بالإدارة المحلية وهذا ما أدى إلى استحسان المواطن طالب الخدمة وتقوية علاقته بالإدارة . Abstract The public service is among the most important topics that occupy the Forefront of the concerns of states and governments seeking to provide the best services to their citizens, gain their trust and strengthen their relationship with their administration, because the administration is the mirror of the state so that if there is trust between the citizen and the administration, this means that there is trust between the citizen and the state. Algeria is among the countries that are seeking to modernize public services, especially at the local level. To study the issue, we will start from the problem of what are the most important methods and measures taken by Algeria to modernize public services in the local administration? After the field study for the benefit of the civil status of the municipality of Tiaret, the state of Tiaret, the research found that the Algerian state is working to embody a set of methods to modernize public services in the local administration, and this is what led to the approval of the citizen requesting the service and strengthening his relationship with the administration.
