آليات تنمية الالتزام بأخلاقيات الإدارة في الإدارة العمومية الجزائرية

Résumé: إن عدم الاهتمام بالقيم والسلوكيات الأخلاقية أدى إلى حدوث الكثير من الأعمال والأفعال التي سببت الكثير من الخلل في الإدارة العمومية، لذا تهدف هذه الدراسة إلى تسليط الضوء على عملية أخلقة الإدارة العمومية في الجزائر، حيث تعد أحد العوامل الأساسية التي لها تأثير كبير في الحد من هذه المعضلات الأخلاقية بالإعتماد على تقويم السلوك الأخلاقي في الإدارة وتوجيهه نحو إرساء القيم الأخلاقية العالية الصحيحة داخل أنظمة الإدارة. فتنمية الالتزام بالأخلاقيات الإدارية يعد أهم متطلبات النجاح في بناء الإدارة الأخلاقية، التي تثبت دور أخلاقيات الإدارة العمومية في تعزيز القيم والسلوكيات والتي تضمن استمرارية وجهوزية الإدارة الجزائرية القيام بواجباتها الأساسية دون عائق أو خلل قد يصيبها. وبناءً على ذلك تؤكد الدراسة على ضرورة إيلاء الإهتمام الكبير بالدور الذي تقوم به الأخلاق في مكافحة كافة الإختلالات والممارسات الغير أخلاقية التي قد تصيب الجهاز الاداري. The lack of attention to ethical values and behaviors has led to occurrence of many actions and events that have caused a lot of imbalance in the public administration, therefore, this study aims to shed light on the process of ethical public administration in Algeria, as it is one of the main factors that have a great impact in reducing these moral dilemmas, by Depending on the evaluation of ethical behavior in management and directing it towards establishing the correct high moral values within management systems, developing commitment to administrative ethics is the most important requirement for success in building an ethical management. Which prove the role of public administration ethics in promoting values and behaviors, which guarantee the continuity and readiness of the Algerian administration to perform its basic duties without hindrance or defect that may affect it. Accordingly, the study confirms the need to pay great attention to the role played by ethics in combating all imbalances and unethical practices that may affect the administrative system.
