إعادة تدوير النفايات قطاع واعد لتخضير الوظائف الواقع والآفاق في الجزائر

Résumé: تهدف الدراسة إلى بيان الفرص الإنمائية لإعادة تدوير النفايات والدعوة إلى توجيه السياسات الاقتصادية والاجتماعية إلى تعزیز و تنفیذ البدائل الآمنة من خلال المعالجة الجيدة للنفايات لما له من انعكاس ايجابي على التنمية بكل أبعادها. توصلت الدراسة إلى أن الإدارة المستدامة للنفايات يمكنه الإسهام بشكل كبير في تعويض الخسائر المتراكمة وتحقيق إضافة اقتصادية تدعم مسار التنمية، فضلا على قدرتها على معالجة الكثير من المشاكل الاقتصادية والاجتماعية، سيما ما يتعلق منها بدمج الاقتصاد غير المنظم وخلق فرص عمل لائقة والتخفيف من حدة الفقر. لذا أوصت الدراسة بضرورة الاستثمار في مجال تسيير النفايات، انطلاقا من تحديث التشريعات وفتح المجال لدعم الاستثمار في إطار الشراكة بين القطاعين العام والخاص ودعم المؤسسات المستدامة اعتمادا على استراتيجيات التمويل. The study aims to show the development opportunities for waste recycling and to call for directing economic and social policies to promote and implement safe alternatives through good waste management because of its positive impact on development in all its dimensions. The study found that sustainable waste management can contribute significantly to compensating for the accumulated losses and achieving an economic addition that supports the path of development, as well as its ability to address many economic and social problems, especially those related to integrating the informal economy, creating decent job opportunities and alleviating poverty. Therefore, the study recommended the necessity of investing in the field of waste management, based on updating legislation and opening the way for investment support within the framework of the partnership between the public and private sectors and the support of sustainable enterprises based on financing strategies.
