Résumé: الملخص باللغة العربية: إنّ الغرض من هذه الورقة البحثية هو دراسة السياسة الاقتصادية المتبعة في ظل الإمبراطورية الفرنسية الثانية،حيث أنّ الجدل يحركه السّؤال التالي: نتائج قانون سناتوس كونسيلت 1863. لقد حاول نابوليون الثالث تحسين وضعية المسلمين الجزائريين،وعليه صرّح سنة 1863 أنّ أراضي القبائل ستوزّع في النهاية في شكل ملكية خاصة على عدد من القبائل. إنّ الغاية من الإجراءات المتخذة ما بين1847 و1863 هي جعل مجموع الأراضي في متناول الاستعمار. حيث أعلنت القبائل مالكة للأراضي التي تنتفع بها بصفة دائمة وتقليدية،وهو الأمر الذّي نص عليه قانون سناتوس كونسيلت في أفريل 1863. الكلمات المفتاحية: لملكية، القبائل،الاستعمار، الإمبراطورية،الجزائر. Abstract This paper explores how a study of economic policy-making in Algeria during the period of the Second Napoleonic Empire, the following discussion is motivated by the question: the results of senates consultum 1863. Napoleon tried to ameliorate the condition of the Moslem Algerians, So in 1863 declared that the tribal lands would eventually be distributed as private property to the members of the tribes. The objective of the partitioning measures taken between 1847 and 1863 was to make the lands available for colonization ,he tribes became the Owners of the territories of which they have the permanent and traditional possession, as stated in the senates consultum of April 1863 ,,Keywords:Property, Tribes, Colonization,Empire. .
