الحوكمة ومخرجات التعليم العالي في الجزائر

Résumé: تهدف هذه الدراسة إلى تقديم تحليل شامل للوضع الحالي للحوكمة في مؤسسات التعليم العالي بالجزائر، وتقييم مدى مساهمة تكنولوجيا المعلومات والاتصالات في تحسين مخرجاتها. تسعى الدراسة كذلك إلى تحديد العوامل التي تعيق تبني هذه التقنيات وتقديم توصيات لتعزيز دورها في تطوير التعليم العالي، خاصة في ظل التحديات التي فرضتها جائحة كوفيد-19 والتي أبرزت أهمية التعليم عن بعد. وخلصت الدراسة إلى أن تعزيز حوكمة التعليم العالي في الجزائر يتطلب مجموعة من الإجراءات، من بينها تسريع التحول الرقمي، وتحديث التشريعات، وتعزيز الرقابة على الجودة، وتطوير البحث العلمي. ومن المتوقع أن تساهم هذه الإجراءات في تحسين كفاءة المؤسسات التعليمية، ورفع جودة مخرجاتها، وتعزيز قدرتها على مواكبة التطورات العالمية في مجال التعليم، وبالتالي المساهمة في تطوير رأس المال البشري الوطني. Abstract: This study aims to provide a comprehensive analysis of the current state of governance Algerian higher education institutions and assess the extent to which information and communication technologies contribute to improving their outputs. The study seeks to identify the factors hindering the adoption of these technologies and to provide recommendations to enhance their role in developing higher education, particularly in light of the challenges posed by the COVID-19 pandemic, which highlighted the importance of distance learning. The study concludes that strengthening governance in Algerian higher education requires a set of measures, including accelerating digital transformation, updating legislation, enhancing quality control, and developing scientific research. It is expected that these measures will contribute to improving the efficiency of educational institutions, raising the quality of their outputs, and enhancing their ability to keep pace with global developments in education, thereby contributing to the development of the national human capital
