رقمنة الشباك الإلكتروني الموحد للوثائق البيومترية كآلية لتحسين الخدمة العمومية في الجزائر - بلدية ورقلة أنموذجا-

Résumé: تتناول هذه الدراسة إستراتيجية الدولة الجزائرية في تجسيد رقمنة الأجهزة الإدارية في الإدارة المحلية (مشروع الرقمنة في البلدية) بهدف تسريع وتيرة العمل بها وتحسين أدائها. عملا بمبدأ تحسين علاقة الإدارة بالمواطن، وتهدف إلى التعريف بهذا التوجه فرضته جملة من المتغيرات البيئة الداخلية والخارجية في ظل التكنولوجيات الحديثة والتحولات الرقمية . وكذا التزايد المستمر للسكان وزيادة مطالبهم وتطلعاتهم نحو حياة الرفاه، والقضاء على الروتين الذي فرضته البيروقراطية الإدارية لعقود طويلة. حيث أضحت فيه الرقمنة ضرورة ملحة لأجل تحقيق التنمية المحلية والاستجابة للمطالب والحاجيات المتزايدة للجمهور. This study examines the strategy of the Algerian state in the embodiment of the digitization of administrative organs in the local administration (the digitization project in the municipality) in order to accelerate their work and improve their performance, In accordance with the principle of improving the relationship between administration and citizen. The aim of the study is to publicize this trend, which has been imposed by a number of internal and external environmental variables in the context of new technologies and digital transformations, as well as the ever-growing population, to increase its demands and aspirations for a life of well-being, and to eliminate the red tape imposed by the administrative bureaucracy for decades.
