تنمية الكفاءات البشرية في الجماعات المحلية –دراسة حالة ولاية بومرداس-

Résumé: ملخص: يعالج هذا المقال موضوع تنمية الكفاءات في الجماعات المحلية على ضوء قانون الوظيفة العمومية الجزائري، من خلال محاولة إبراز الآليات المتاحة لاستقطاب وتنمية الكفاءات البشرية في الجماعات المحلية، ولإثراء البحث قمنا بدراسة تطبيقية بالجماعات المحلية لولاية بومرداس المتمثلة في مديرية الإدارة المحلية للتعرف على واقع تنمية الكفاءات البشرية وكذا الاهمية التي توليها الجماعات المحلية في الاستثمار في الموارد البشرية. توصلنا من خلال نتائج الدراسة أن تنمية الكفاءات في الجماعات المحلية تبقى ضعيفة و لم تحض بالأهمية اللازمة وهذا راجع لنقص برامج التكوين و سياسة التوظيف و الأنظمة التعويضية غير المحفزة لاستقطاب الكفاءات مقارنة بالقطاعات الاخرى. Abstract: This article deals with the development of competencies in local communities, by trying to highlight the available mechanisms for attracting and developing human competencies in local communities, We carried out an applied study in the local communities in Boumerdès, represented by the Directorate of Local Administration, to identify the reality of developing human competencies. The results of the study are that the development of competencies in the local communities remains weak and has not received the necessary importance due to the lack of training and employment and compensatory systems that are not motivating to attract competencies compared to other sectors.
