Regional Water Security In The Shadow Of The Renaissance Dam Crisis الأمن المائي الإقليمي في ظل أزمة سد النهضة

Résumé: من خلال هذه الدراسة البحثية في موضوع الأمن المائي والذي يعتبر من أبرز القضايا في الدراسات الأمنية الحديثة ، و التي يولي لها المجتمع الدولي أهمية كبرى في العصر الحالي. فقد برزت أزمة سد النهضة كأحد أهم التحديات التي تواجهها البلدان المُتشرِكة في المورد المائي ؛ العابر للحدود كمنطقة "حوض النيل" أنموذجا ، بالإضافة للتفاعلات السياسات و الأمنية الدولية المؤثرة في بنية العلاقات التفاعلية لدول الحوض . كما أبرز النزاع المائي حول سد النهضة خلافات قديمة بين دول المنبع و المصب المحيطة بحوض النيل ، لعبت فيه أطراف دولية وإقليمية دورا محوريا في إدارة أزمته وفق خطط إستراتيجية تسعى كل وحدة دولية لتغليب مصالحها في المنطقة . ومن هدا المنطلق ، قمنا بتسليط الضوء على دور البيئة الخارجية في أزمة سد النهضة ، من خلال دراسة الأسباب و الدوافع التي أدت إلى بروز الخلاف بين مصر و أثيوبيا ، و المحددات والتفاعلات ،و كذلك دور الفواعل الدولية و الإقليمية المؤثرة في إدارة الأزمة . الكلمات المفتاحية : الأمن المائي ،سد النهضة ،مصر ، إثيوبيا ، العامل الخارجي . The Renaissance Dam crisis has emerged as one of the most important challenges facing the countries sharing the transboundary water resource, such as the "Nile Basin" region as a model, in addition to the international policy and security interactions affecting the structure of the interactive relations of the basin countries. The water dispute over the Renaissance Dam also highlighted old differences between the upstream and downstream countries surrounding the Nile Basin, in which international and regional parties played a pivotal role in managing its crisis according to strategic plans that each international unit seeks to give priority to its interests in the region. From this standpoint, we have shed light on the role of the external environment in the Renaissance Dam crisis, by studying the causes and motives that led to the emergence of the dispute between Egypt and Ethiopia, the determinants and interactions, as well as the role of international and regional actors affecting the management of the crisis.
