الحوكمة الالكترونية ودورها في تطوير المعرفة في الجامعة الجزائرية

Résumé: تعد حوكمة التعليم الجامعي من العمليات الأساسية التي ترتكز عليها البرامج التعليم العالي، واذا كانت الحوكمة كمصطلح مأخوذ من حوكمة الشركات هي منظومة من القوانين والعوامل التي تتحكم في عمل الشركة وفي علاقاتها بالزبون وبالشركاء وبالمجتمع، كما تختص بالتعليمات والأحكام لفرض الانضباط والرقابة ولتحديد المهام والصلاحيات، بهدف تحسين الأداء بما يخدم مصالح الشركة ومساهميها ، هذا عن حوكمة الشركة الاقتصادية التي هدفها مادي نفعي وربحي، أما عن معنى حوكمة الجامعة فهي عنصر هام في إصلاح التعليم العالي (كمفهوم جديد) يتضمن كيفية قيام الجامعات وأنظمة التعليم العالي بتحقيق أهدافها ووظائفها ( كوظيفة الاتصال، والتسيير واتخاذ القرار، والتدريس والمتابعة الخ...) وهذا بوضع لوائح تجسد وتحدد المسؤوليات والصلاحيات لمراقبة التطبيق والتنفيذ الناجح للبرامج ولهيئات التدريس وبالتالي لتطوير المعرفة العلمية .
