Résumé: تعد جرائم خطاب الكراهية من الظواهر الإجرامية الجسيمة التي تستدعي الدراسة والوقوف عند جزئياتها وما تثيره من إشكالات قانونية، وذلك بالنظر إلى عالميتها، حيث لا تنحصر في دولة ما أو منطقة ما، بل تؤرق وتشغل بال الدول والمجتمعات جمعاء، نتيجة لما تتركه من آثار خطيرة على أمن واستقرار المجتمعات وشعوبها. ونسعى من خلال هذه الدراسة إلى التعرف على أحكام جرائم خطاب الكراهية في القانون الوطني، ومعرفة مدى التزام مشرعنا بالصكوك الدولية ذات الصلة بحماية حقوق الإنسان من هذا النوع من الجرائم، فضلا عن تقييم مدى نجاعة السياسة الجنائية التي انتهجا المشرع في مواجهة هذا النوع من الجرائم.
