مؤشرات القياسات العالمية وتأثيرها على المؤسسات الأكاديمية العراقية: منظور نقدي

Résumé: تواجه الجامعات العراقية تحديات كبيرة في سياق التأثير المتزايد لمؤشرات التصنيفات العالمية مثل معامل التأثير (Impact Factor) ومعامل هيرش (H-Index) على سياساتها الأكاديمية. تتمثل المشكلة في التوجه المفرط نحو النشر الدولي على حساب الإنتاج المحلي، مما أدى إلى تراجع المجلات المحلية، وإهمال القضايا البحثية المحلية، وضعف النشر باللغة العربية. تهدف الدراسة إلى تحليل تأثير هذه المؤشرات على البيئة الأكاديمية العراقية، و توعية صناع القرار العراقيين بالمخاطر الناجمة عن الاعتماد المفرط على معايير عالمية قد لا تلبي الاحتياجات المحلية واستكشاف التحديات المرتبطة بها، مثل التأثير السلبي على التخصصات الإنسانية والاجتماعية، وانتشار ممارسات غير أخلاقية كالانتحال العلمي. توصلت الدراسة إلى أن هذه السياسات التي اتبعتها وزاراة التعليم العالي العراقية لم تحقق تحسينًا ملموسًا في التصنيفات العالمية، بل ساهمت في إثقال كاهل الأساتذة والطلبة ماديًا ومعنويًا، واتساع الفجوة بين التخصصات الأكاديمية. وفي محاولة لتقديم حلول متوازنة قدمت الدراسة مجموعة من التوصيات التي كان من ابرزها ضرورة العمل على تطوير المجلات المحلية لتتوافق مع المعايير الدولية، وتحقيق التوازن بين النشر الداخلي والدولي، ودعم الأبحاث التي تعالج القضايا المحلية. كما تؤكد على ضرورة تعزيز الأخلاقيات الأكاديمية وتوفير بيئة بحثية عادلة ومستدامة. Iraqi universities face significant challenges due to the growing influence of global ranking indicators such as the Impact Factor (IF) and H-Index on their academic policies. The core issue lies in an excessive focus on international publishing at the expense of local output, leading to the decline of local journals, neglect of research addressing local issues, and reduced publication in Arabic. This study aims to analyze the impact of these indicators on the Iraqi academic environment and raise awareness among Iraqi policymakers about the risks of over-relying on global standards that may not meet local needs. It also explores associated challenges, such as the adverse effects on humanities and social sciences and the rise of unethical practices like academic plagiarism. The findings reveal that the policies adopted by Iraq’s Ministry of Higher Education have not led to noticeable improvements in global rankings. Instead, they have burdened faculty and students financially and emotionally while widening the gap between academic disciplines. To offer balanced solutions, the study presents several recommendations, including developing local journals to meet international standards, achieving a balance between local and international publishing, and supporting research addressing national issues. Additionally, it emphasizes the importance of enhancing academic ethics and fostering a fair and sustainable research environment.
