تجارب دولية رائدة في حوكمة الجامعات وسبل استفادة الجزائر منها

Résumé: يهدف هذا البحث إلى التعريف بحوكمة الجامعات وقواعدها ومبادئها، وكذا دورها في تحسين جودة التعليم في الجامعة، وأهميتها لإدارة الجامعة والمجتمع، وللعاملين في الجامعة وهيئة التدريس والطلبة، وذلك من خلال تجارب الولايات المتحدة الأمريكية، هولندا، وتجربة كوريا الجنوبية، ومحاولة الاستفادة من هذه التجارب لحوكمة الجامعة الجزائرية بغية تطويرها والنهوض بها. وقد تم التوصل إلى مجموعة من النتائج منها، أن الحوكمة عبارة عن وسيلة تمكن الجامعة من اتخاذ القرار بكفاءة وتحسين جودة التعليم، كما توفر حلولا للتسيير المالي والإداري لشؤونها، وهو ما تبين من تجارب الدراسة، ويمكن أن تستفيد الجزائر من ذلك لا سيما في مجال التمويل وتحسن جودة التعليم. The aims of this paper is to define the governance of universities, their rules and principles, as well as their role in improving the quality of education at the university, and their importance to the university administration and society, and to university employees, faculty and students, through the experiences of the United States of America, the Netherlands, and the experience of South Korea, and trying to benefit from these experiences. Governance of the Algerian University in order to develop and advance it. A set of results have been reached, including that governance is a means that enables the university to take decisions efficiently and improve the quality of education, and it also provides solutions for the financial and administrative management of its affairs, which is evident from the experiences of the study, and Algeria can benefit from that, especially in the field of finance. and improve the quality of education.
