التمكين السياسي للمرأة في الجزائر

Résumé: تهدف هذه الدراسة إلى البحث في موضوع التمكين السياسي للمرأة في الجزائر للفترة الممتدة ما بين 2007 و 2019؛ و ذلك من خلال التركيز على دورها في المشاركة السياسية و مساواتها بالرجل في الحقوق كمتغير رئيسي و مركزي في هذه الدراسة. و بالتالي سيتمحور الجهد البحثي في هذه الاطار على ما حققته المرأة الجزائرية في المجال السياسي، إذ إعترف لها المشرع الجزائري دستوريا و قانونيا بحقها في الانتماء و النشاط ضمن منظمات المجتمع المدني التي من شانها أن تدعم قضاياها و وجودها على مستوى المناصب الحكومية الرسمية و كذا الاحزاب السياسية، كما كفل لها حق الترشح و الانتخاب في المجالس النيابية المحلية و الوطنية، من أجل كسر حاجز السيطرة الرجالية بفرض تواجد نسائي إستنادا إلى نظام الحصص النسائية، بما يحقق المساواة يينها و بين الرجل من الناحية النظرية على الاقل. غير أنه و بالرغم من الادوار المختلفة التي تؤديها المرأة في كل المجالات فان مشاركتها في المجال السياسي لا زالت توصف بالمحدودة و غير النوعية، و ذلك نتيجة اصطدامها بالعديد من العقبات التي تحول دون مشاركتها بفعالية في المجال السياسي، فضلا عن مجموعة من التحديات التي تفرضها المؤسسات السياسية لتشكل بذلك عراقيل سياسية - اقتصادية و حتى إعلامية أمامها. ناهيك عن الجانب الاجتماعي المتمثل أساسا في الذهنيات و الصورة النمطية التي رسمتها المجتمعات العربية للمرأة بصفة عامة و المجتمع الجزائري بشكل خاص، و التي ساهمت إلى حد كبير في استبعاد و تاجيل تجسيد فعلي للتمكين السياسي للمرأة الجزائرية من الناحية العملية، و الذي لا يمكن تحقيقه إلا باصلاح مجتمعي يضمن رد الاعتبار للمرأة و منحها مكانة تضمن و تعزز تواجدها سياسيا في مختلف التشكيلات الحزبية و مراكز صنع القرار و رسم السياسات العامة في الدولة. This study aims at searching the political empowerment of women in Algeria for the period between 2007 and 2019 by focusing on its role in political participation and its equality with men in rights as a main and central variable in this study. Consequently, the research effort in this framework will focus on what Algerian women have achieved in the political field, as the Algerian legislator recognized constitutionally and legally their right to belong and be active within civil society organizations that would support their presence at the level of official government positions as well as political parties in addition to their right Candidacy and electing in local and national parliaments, in order to break the barrier of male control by imposing a female presence based on the women’s quota system, in a way that achieves equality between men and women at least theoretically. However, despite the different roles that women play in all fields, their participation in the political field is still limited and non-qualitative, as a result of their encounter with many obstacles that prevent their effective participation in the political field, as well as a set of political, economic and media challenges imposed by political institutions, beside the social aspect represented mainly in the mentalities and stereotyped image drawn by Arab societies for women in general and in the Algerian society in particular, which prevented the political empowerment of Algerian women, which requires social reform that guarantees and enhances their political position and presence in various political parties, decision-making centers and public policy of the state.
