المجتمع المدني كآلية لتفعيل دور المجالس المحلية المنتخبة في ظل قانون البلدية 11/10 وقانون الولاية12/07 Civil Society As A Mechanism To Activate The Role Of Local Councils Elected Under Municipal Law 11/10 And State Law 12/07

Résumé: إن المجتمع المدني يعتبر أحد الآليات الفعالة لقيام المجالس المحلية المنتخبة بالدور المنوط بها، وتفعيله وفق ما يتماشى ومتطلبات التنمية المحلية ،ومبادئ الحوكمة والديمقراطية التشاركية. وبرزت أهميته أكثر من خلال التعديل الدستوري لسنة 2016 ، حيث نصت المادة 54منه على ضرورة ترقية القانون المتعلق بالجمعيات إلى قانون عضوي ، كما تم دسترة الدور الرقابي لمنظمات المجتمع المدني بموجب المادة 194منه بالنص على عضويتها في اللجان المستقلة لمراقبة الانتخابات وهو ما سنوضحه في هذه الدراسة . Civil society is one of the effective mechanisms for the elected local councils to play their role and activate it in accordance with the requirements of local development .and the principles of governance and participatory democracy Its importance was further highlighted by the constitutional amendment of 2016.
