التحول الديمقراطي في ليبيا و تداعياته على دول الجوار الإقليمي: المركب الأمني الإقليمي كمقاربة تفسيرية

Résumé: الملخص : تهدف الورقة البحثية الراهنة لدراسة التحول الديمقراطي في ليبيا و أثره على الدول المجاورة ، فالواضح أن العملية الانتقالية في ليبيا تعد الحدث الأبرز في معالجة السياسة الدولية و محل اهتمام الباحثين على المستوى العربي والإقليمي كأقل تقدير، و مرد ذلك لطبيعة العملية الانتقالية التي عرفتها ليبيا بخلاف الدول العربية الأخرى منها تونس ومصر، و تنشأ هذه الطبيعة من الأثر المعقد وغير الحاسم بشكل خاص للتدخل الدولي في ليبيا ودوره في إسقاط النظام السابق وفقا للقرار الأممي 1973. و تركيزنا يكون على فهم و تمحيص مسار التحول الديمقراطي في ليبيا ، و مراجعة العوامل المحفزة لعملية التغيير ومختلف التداعيات الأمنية التي فرضتها على دول المنطقة من مركب أمني واحد، فلا يمكن فهم عملية التحول الديمقراطي إلا بدراستها في سياقها الاجتماعي والاقتصادي و السياسي وصولا إلى دور الفواعل الخارجية ، أين لعب التدخل الدولي دورا أساسيا وما خلفه من تداعيات مست أمن الدول المجاورة ولا تزال تداعياتها للفترة الراهنة، لنصل في الأخير لنتيجة مفادها أن الأزمة في ليبيا رغم ما خلفته من تهديدات و مخاطر إلا أن جذورها متأصلة منذ القدم. Abstract The paper aims to study the democratic transition in Libya and its impact on Neighboring Countries , is clear that the transition process in Libya is the most important event in international politics and of interest researchers on the Arab and regional level as less estimation processing, and owing to the nature of the transition process in Libya Unlike other Arab countries, including Tunisia and Egypt, and this nature is particularly arise from the complex impact and is crucial for international intervention in Libya and its role in the projection of the former regime, accordance to the UN rapport 1973. And our focus is these study it’s to understand and examine the democratic transition in Libya, and a review of motivating factors for the process of change and the security spillover imposed by the other region countries, it’s very difficult to understand the process of democratic transition without explain the social and economic context , and in the last level the role of external actors , where international intervention played a very important role to projection regime , as result in the last of our study we defiantly that the crisis in Libya , despite a many threats and risks, but the root of these threats existing before the Libyan revolution.
