مقررات لجنة بازل ودورها في مواجهة المخاطر المصرفية

Résumé: تهدف هذه الدراسة إلى إبراز الدور الذي تلعبه مقررات لجنة بازل باعتبار كل ما جاءت به هذه اللجنة في اتفاقياتها الثلاثة كان تطبيقها من طرف البنوك والمؤسسات المالية أن يزيد من فعالية إدارة المخاطر المصرفية في الوصول إلى أهدافها.تم الاعتماد في الدراسة على المنهج الوصفي في تقرير الحقائق وسرد المعلومات حول موضوع الدراسة، وكذلك المنهج التاريخي فيما يخص التعرف على نشأة مقررات لجنة بازل للعمل المصرفي و تتبع التعديلات التي طرأت عليها. توصلت الدراسة إلى مقررات بازل مكملة لبعضها البعض إذ، أن الجديدة منها لا تلغي سابقتها وتقوم على إدخال تعديلات عليها. This study aims to highlight the role played by the decisions of the Basel Committee, considering that all the provisions of this committee in its three conventions was applied by banks and financial institutions to increase the effectiveness of banking risk management in reaching its objectives. The study was based on the descriptive approach in determining the facts and the information about the subject of the study, as well as the historical approach regarding the recognition of the origin of the decisions of the Basel Committee for Banking followed by the amendments that occurred. The study reached the Basel decisions complementary to each other, since the new ones do not cancel their predecessor and make amendments to them.
