حقوق الانسان في ظل أزمة جائحة كورونا كوفيد 19

Résumé: إن معظم الدول التي طالتها أزمة جائحة كورونا "كوفيد 19" تبنت تدابير وإجراءات إستثنائية و متشابهة إلى حد ما، تتمحور جميعها حول إعلان حالة الطوارئ وحظر التجوال والإلتزام بالحجـر المنزلـي لمكافحـة هذا الوبـاء الفتاك والحد من إنتشاره قدر الإمكان، وأمام هذا الواقع المستجد، برزت إشكالية حماية حقوق الإنسان المكرسة في الصكوك والاتفاقيات الدولية لحقوق الانسان، بخصوص إمكانية تعطيل هذه الحقوق أو البعض منها بحجة الظرف الإستثنائي لأزمة جائحة كورونا، خاصة في ظل إلتزام الدول بضمان حقوق الأفراد المدنية والسياسية وكذا الحقوق الإقتصادية والإجتماعية والثقافية. Abstract: Most of countries affected by Corona Covid 19 epidemic adopted exceptional measures that are somehow similar and all relating to the declaration of the state of emergency circulation ban and confinement in Oder to fight against this dangerous epidemic and limit its spread the most possible, In this new situation, comes of problematic of protection of human rights stated in international agreements and conventions and raise the possibility of suspending these rights of some of them due to the exceptional circumstance of Corona epidemic, especially in the light of state’s commitment to assure political and civil rights of individuals as well as cultural , social and economic rights.
