الوظائف الخضراء بين رؤى التطوير ومعوقات التغيير

Résumé: ان الباحث في قضايا الاقتصاد الأخضر والوظائف الخضراء يدرك حجم الاهتمام الذي توليه الدراسات المختلفة بالإضافة الى الازدياد المضطرد واحلال الوظائف الخضراء محل الوظائف التقليدية يزداد يوما بعد يوم في ظل التغيرات المناخية والتحديات البيئية التي تعاني منها العديد من الدول والمجتمعات وفي هذا السياق تسعى العديد من الكيانات والمنظمات والدول على حد سواء الى تطوير هذه الوظائف وإيجاد الأسس القانونية والعملية التحفيزية على تطويرها، مستفيدة من مختلف الآليات التي تندرج ضمن تحقيق التنمية البيئية المستدامة دونما اهمال للجوانب الاقتصادية التي أضحت المعيار الأساسي في بناء علاقات الثقة وتجاوز التحديات ان تبني أطروحات الوظائف الخضراء وما تحمله من إيجابيات بيئية مستدامة على المجتمعات تجابه العديد من المعوقات البيئية والاقتصادية، وعلى الرغم من ذلك وجب الاستفادة من التجارب الدولية المختلفة وتكاثف الجهود لتحقيق غايات التنمية المستدامة واحلال الاقتصاد الأخضر كبديل استراتيجي تكتسي فيه الوظائف الخضراء المكانة الأساسية فيه The researcher in the issues of green economy and green jobs realizes the amount of attention given by various studies in addition to the steady increase and the substitution of green jobs for traditional jobs that increases day by day in light of climate changes and environmental challenges that many countries and societies suffer from. In this context, many entities, organizations and states alike seek to develop these jobs and create the legal and practical foundations for their development, taking advantage of the various mechanisms that fall within the realization of sustainable environmental development without neglecting the economic aspects that have become the main criterion in building trust relationships and overcoming challenges. The adoption of green jobs theses and the sustainable environmental positive that they carry on societies confronts many environmental and economic obstacles. Despite this, it is necessary to benefit from various international experiences and intensify efforts to achieve the goals of sustainable development and replace the green economy as a strategic alternative in which green jobs take the primary place in it.
