العلاقات العثمانية الروسية خلال القرنيين 18م- 19م

Résumé: تعد دراسة العلاقات العثمانية-الروسية مهمة للدارسين و الباحثين و المتخصصين في تاريخ الدولتين بشكل خاص، و المهتمين بدراسة التاريخ الحديث بشكل عام، وذلك بسبب أن العلاقات بين البلدين اتّصفت بالعدائية و لم تكن سليمة مطلقا على مر العصور، ولقد عرفت فترة أواخر القرن السابع عشر الميلادي تزايد أهمية روسيا إقليميا و أوروبيا، و بروز بوادر علاقات عثمانية روسية في كافة المجالات السياسية و الاقتصادية و الدينية، مما أدّى إلى تضاعف حدّة الصراع بينهما و تطور العلاقات على كافة الأصعدة، و هو ما تجسد فعليا خلال القرنيين الثامن عشر و التاسع عشر الميلاديين، إذ أخذ الروس زمام المبادرة على جميع المستويات. حيث عاشت روسيا بعد خروجها من عزلتها الداخلية تطورات سياسية و اقتصادية ملحوظة، فأخذت تبحث عن منافذ خارجية مستغلة ضعف الدولة العثمانية التي كانت حاجزا أمامها، فتشكلت مظاهر العلاقات الاقتصادية و السياسية و الدينية في العلاقات العثمانية الروسية، مع ما طبعها من تداعيات و ما استعمل فيها من آليات، كل ذلك سيجسده دورها في التنافس على السيادة في أوروبا، حيث تحكم فيه تقاطع المصالح و الرغبة في التوسع و النفوذ على الجانب الشرقي للبحر المتوسط، و على الضفاف الجنوبية منه، رغبة من روسيا في حماية الأقلية الآرثوذكسية و السلافية، ثم مد نفوذها من أجل السيطرة لاحقا على البلقان و منه الوصول إلى المياه المتوسطية، و لذلك دخلت في حروب و منازعات عسكرية ضد الدولة العثمانية. أدت إلى استقلال أغلب أقاليم البلقان عنها. Abstract The study of Ottoman-Russian relations is important for scholars, researchers, and specialists in the history of the two states in particular, and those interested in studying modern history in general, because the relations between the two countries were characterized by hostility and were not sound at all throughout the ages. In the seventeenth century AD, the importance of Russia increased regionally and in Europe, and the emergence of signs of Ottoman-Russian relations in all political, economic and religious fields, which led to the intensification of the conflict between them and the development of relations at all levels, which was actually embodied during the eighteenth and ninth centuries. Ten years ago, when the Russians took the initiative at all levels. Where Russia experienced remarkable political and economic developments after its exit from its internal isolation, so it started looking for external outlets, taking advantage of the weakness of the Ottoman Empire, which was a barrier in front of it, so the manifestations of economic, political and religious relations were formed in the Ottoman-Russian relations, with its imprint of repercussions and what was used in it. Of the mechanisms, all of this will be embodied in its role in the competition for sovereignty in Europe, where it is governed by the intersection of interests and the desire for expansion and influence on the eastern side of the Mediterranean, and on the southern banks of it, a desire by Russia to protect the Orthodox and Slavic minorities, and then extend its influence In order to later control the Balkans and from it access to the Mediterranean waters, and for this reason it entered into wars and military disputes against the Ottoman Empire. It led to the independence of most of the Balkan regions.
