الرقمنة الصحية ودورها في عصرنة وترقية قطاع الصحة بالجزائر

Résumé: تهدف هذه الورقة البحثية إلى التطرق لأحد التوجهات الحديثة المتمثلة في الرقمنة الصحية والدور الكبير الذي تلعبه في ترقية وعصرنة القطاع الصحي بالجزائر، وهذا في ظل التطورات التكنولوجية المتسارعة والكبيرة والتزايد الكمي المذهل في المعلومات، الذي جعل من الضروري إعادة تكييف القطاعات الاقتصادية نحو نمط جديد من الإدارة بعيدا عن الإدارة التقليدية، حيث ترتكز هذه الإدارة على الإبداع والابتكار ومنه تحسين الأداء، وهذا ما دفع بالجزائر إلى تبني إستراتيجية التحول الرقمي في ترقية قطاعها الصحي من خلال عدة مشاريع على غرار مشروع نظام المعلومات الصحي، شبكة الانترنت الصحية، ....الخ. ومن خلال ما تم التعرف عليه في هذه الورقة تم التوصل إلى أنه رغم الجهود الكبيرة التي تبذلها الجزائر في تطبيق الرقمنة الصحية بالقطاع الصحي إلا أنها مازالت تحتاج إلى الوقت كي تنضج وتكون قادرة على تحقيق الأداء المطلوب. Abstract : This research paper aims to address one of the modern trends, namely digital health, and the significant role it plays in promoting and modernizing the healthcare sector in Algeria. This comes in light of rapid technological advancements and the remarkable quantitative increase in information, which has made it necessary to reorient economic sectors towards a new management model, moving away from traditional management. This new management approach focuses on creativity and innovation, thus improving performance. This has led Algeria to adopt a digital transformation strategy to enhance its healthcare sector through several projects, such as the Health Information System project, the Health Internet Network, and others. Based on the findings presented in this paper, it was concluded that despite the significant efforts made by Algeria in implementing digital health in the healthcare sector, more time is still needed for it to mature and be capable of achieving the desired performance.
