الإطار القانوني لممارسة السلطة الوصية لرقابتها على تشكيل المجالس الشعبية البلدية

Résumé: ملخص: إن السلطة التي تملكها الهيئة الوصية في تشكيل وإنشاء المجالس الشعبية البلدية، تعد صورة من صور الوصاية الإدارية، وهي تعتبر من الصور المعاصرة والحديثة، حيث أن هذا المظهر من تدخل السلطة المركزية في تشكيل الهيئات اللامركزية هو نوع من السلطة الضبطية تمارسها السلطة الإدارية المركزية على الأشخاص العامة الإدارية اللامركزية . و من هنا هذه الدراسة ستعمل على توضيح الآليات التي تملكها السلطة المركزية في الرقابة على عملية انشاء المجالس الشعبية البلدية، والبحث في أثرها على تشكيل تلك المجالس. Abstract : The guardian commission has the power of formation and establishment the municipal people's councils, which is a copy of the administrative guardianship, It is one of the modern images, this aspect of central authority intervention in decentralized bodies is a kind of control authority exercised by the central administrative authority, over decentralized public administrative personnel. Therefore, this study aims at clarifying some of the concepts about administrative guardianship on the establishment of municipal councils and researching their effect on the formation of these councils.
