Résumé: Youcef Pacha, the governor of Tripoli, came to the throne and founded the Karamanliandynasty in international circomstancescharacterized by the growing pressures on the southern countries of the Mediterraniansea. These pressures compelledthisLibyangovernor to make concessions for the Europeangreatpowers. Amongthese concessions, he gave up to practice piracy in the Mediterranian. This policyled to the reduction of maritime incomes and the financialcrisis. To overcomethiscrisis, heimposed more different taxes on his country. Due the refusal of these taxes, Tripoli lapsed in civil warswhichended by the fall of the Karamanliandynasty
