دور المجتمع المدني في اصلاح السياسة العامة الامنية: قراءة في التجربة التونسية

Résumé: تهدف هذه الورقة البحثية إلى تحليل إسهامات منظمات المجتمع المدني التونسي في حوكمة السياسة العامة الأمنية، عبر البحث في أبرز الأليات ومظاهر المشاركة في منظومة السياسة العامة الأمنية، وكذا رصد أبرز التحديات المرتبطة بتفعيل مشاركة منظمات المجتمع المدني في إصلاح وحوكمة السياسة العامة الأمنية. توصلت هذه الورقة البحثية إلى أن المنظومة الأمنية في تونس تمتلك بنية مؤسساتية قوية تمكنها من السير نحو إصلاح السياسة العامة الأمنية وحوكمتها ، غير أن هذا المسار يواجه تحديات عديدة تتعلق بالسياق العام المرافق لإصلاح المنظومة الأمنية، إضافة لغياب رؤية وإستراتيجية واضحة لإصلاح السياسة العامة الامنية. This research paper aims to analyze the contributions of tunisian civil society organizations in the security policy reform , by researching the most prominent mechanisms and aspects of participation in the security policy , as well as monitoring the most important challenges related to activating the participation of civil society organizations in security policy reform.This research paper concluded that the security system in Tunisia has a strong institutional structure,that enable it to move towards reforming the security policy. However, this path faces many challenges related to the general context accompanying the reform of the security system, in addition to the absence of a clear vision and strategy for security policy reform.
