تحديات إشراك الفواعل غير الرسمية في الصنع الجيد للسياسة الطاقوية في الجزائر

Résumé: تهدف هذه الورقة البحثية إلى رصد تحديات المساهمة الفعالة لمنظمات المجتمع المدني في حوكمة السياسة الطاقوية في الجزائر، وقد توصلت هذه الدراسة إلى أن مشاركة منظمات المجتمع المدني في حوكمة السياسة الطاقوية في الجزائر تعترضها تحديات عديدة أبرزها حداثة التجربة الجزائرية في مجال التوجه نحو حوكمة الموارد الطاقوية، و غياب إطار تعاوني وتنظيمي بين الهيئات الحكومية المعنية بالسياسة الطاقوية ومنظمات المجتمع المدني، إضافة إلى أن تشكل المجتمع المدني ضمن إقتصاد ريعي يمنعه أن يؤدي دور حقيقي في حوكمة السياسات العامة عموما و القطاع الطاقوي تحديدا. The aim of this research paper is to monitor the challenges of effective contribution of civil society organizations in energy policy governance in Algeria. This study concluded out that the participation of such organizations such governance faced with many challenges most notably of them are : the recency of the algerian experience in field of going toward energy resources governance, also the absence of cooperative and organizational framework between government agencies concerned with energy policy and civil society organizations, in addition of civil society formation within a rentier economy that prevents it to play the real role generally in public policy governance, and the energy sector in particular.
