الانتقال الطاقوي في الجزائر بين رهانات التنمية المستدامة وتحديات الأمن البيئي

Résumé: تعتبر عملية الانتقال الطاقوي من استغلال المصادر التقليدية إلى الطاقات المتجددة المرحلة الجوهرية والأساسية التي من خلالها تتحقق أهداف التحول الطاقوي وأبعاده المتمثلة في: الأمن الطاقوي من خلال تحقيق الكفاية، وتجسيد رهان التنمية المستدامة الذي يضمن حق الأجيال الحالية والمستقبلية من الطاقة، وكذا بعد الأمن البيئي باعتبار أن المصادر المتجددة صديقة للبيئة، وتحد من مخاطر التلوث، هذا وسعت الجزائر باعتبارها تتوفر على إمكانيات كبيرة من مصادر الطاقة المختلفة التقليدية منها والمتجددة، ويعتبر الموقع الجغرافي الذي تشغله البلاد وكذا الموارد المائية، كلها عوامل تؤهلها لخلق مزيج طاقوي والسير بوتيرة أعلى في اعتمادها على الانتقال الطاقوي لاستغلال المصادر الجديدة والمتجددة التي تتسم بالديمومة، وتراعي شروط الأمن في البيئة وتحقق أبعاد التنمية المستدامة وفق البرنامج المسطر الذي يتماشى والإمكانات التي تتوفر عليها الجزائر، إلا أن عملية الانتقال الطاقوي في الجزائر تسير بوتيرة بطيئة ونجاحه مرهون بتحمل كل طرف مسؤولية التنفيذ والتجسيد حسب البرنامج المسطر له. The process of energy transition from the exploitation of traditional sources to renewable energies is the essential and basic stage through which the goals of the energy transformation and its dimensions are achieved: energy security through achieving efficiency, and embodying the bet of sustainable development that guarantees the right of current and future generations of energy, as well as the dimension of environmental security considering Renewable sources are environmentally friendly and reduce pollution risks. Algeria has expanded as it has great potentials from various sources of energy, both traditional and renewable, and the geographical location occupied by the country, as well as water resources, are all factors that qualify it to create an energy mix and move at a higher pace in its dependence on transportation Energy to exploit new and renewable resources that are sustainable, take into account the conditions of security in the environment and achieve the dimensions of sustainable development according to the established program that is in line with the potentials available to Algeria
