استراتيجية حماية المياه الصالحة للشرب في التشريع الجزائري

Résumé: تعتبر الموارد المائية عصب التنمية في الجزائر لاسيما الصالحة للشرب منها مما استدعى البحث عن استراتيجيات لحل مشاكل هذا القطاع في ظل الندرة التي يعاني منها والتغيرات المناخية التي أثرت سلبا على عملية تنظيم وتسيير هذا المورد المائي، سواء على مستوى مؤسسات الدولة وكذا المخططات والمشاريع التي تتبناه. وتأتي هذه الدراسة بعرض التعرف على الاطار المؤسساتي المكلف بتسيير التزويد بالمياه الصالحة للشرب بالجزائر وكذا سبل عمله، بالإضافة إلى السلطات المختصة في ضبط ومراقبة الخدمة العمومية للمياه الصالحة للشرب ليليه عرض مختلف المشاريع التي طبقت في هذا المجال، والتي هي في طور الإنجاز من أجل حسن التسيير والحفاظ على هذا المورد المائي الهام. لتخلص هذه الدراسة إلى أن الجزائر تعمل على تسيير قطاع المياه الصالحة للشرب وفقا التسيير العمومي لكن مع ضبط ومراقبة سلطة الضبط في هذا المجال وقد نتج عن هذه الاستراتيجيات في التسيير النهوض بهذا القطاع في جميع جوانبه سواء القانونية أو المؤسساتية. Water resources, especially those suitable for drinking, are considered the backbone of development in Algeria. This has necessitated the search for strategies to address the challenges facing this sector, particularly in light of the scarcity and negative impact of climate change on the regulation and management of this water resource. This study aims to identify the institutional framework responsible for managing the supply of potable water in Algeria, along with its functioning. Additionally, it examines the competent authorities tasked with regulating and monitoring the public service of potable water. Furthermore, it presents various projects implemented in this field, currently in progress, aimed at improving management and preserving this crucial water resource. The study concludes that Algeria is working on managing the potable water sector according to public management principles, with regulatory oversight. These strategies in management have led to the advancement of this sector in all its aspects, whether legal or institutional.
