دور المتغير البيئي في إثارة النزاعات الدولية دراسة حالة في إقليم دارفور

Résumé: الملخص مع بداية القرن العشرين شهدت القضايا الأمنية وبالأخص البيئية منها إهتماما لدى المجتمعات العلمية ووحدات المجتمع الدولي، فقد صنفت المسائل البيئية كالمتغيرات المناخية والتدهور البيئي ومشكلة المياه مع توليفة واسعة من التهديدات والمخاطر اللامتماثلة ضمن التهديدات الجديدة للأمن الدولي فربط المسائل البيئية بالأمن وإعتبارها كتهديد لأمن الدول والمجتمعات والأفراد قد شكل أحد المجالات المهمة للنقاش في دراسات الأمن الدولي. كما أن النزاعات الدولية ظاهرة قديمة تميزت بها العلاقات الدولية وقد إختلفت النزاعات الدولية وتعددت وهو ما زاد من درجة تعقيدها. كما أن النزاعات على البيئة قديمة قدم الإنسانية حيث عرف العالم حروبا كان أغلبها بسبب الموارد البيئية. ومن هذا المنطلق ركزت دراستنا على تأثير العوامل البيئية على العلاقات الدولية ودور الصراع على الموارد البيئية وكذلك أهم الإتجاهات النظرية التي تناولت المسائل البيئية وعلاقتها بالنزاع. Résumé Au début du vingtièmesiècle, les affaires sécuritaires notamment celles environnementales ont connu un grand intérêtauprès des communautés scientifiques et les unités de la communauté internationale. Les questions environnementales telles que le changement climatique, la pollution environnementale et la crise d’eau ainsi qu’un grand nombre de risques et menaces ont été classées parmi les nouvelles menaces de la sécurité internationale, car la relation entre ces questions et la sécurité considérée comme une menace directe à la sécurité des états, des sociétés et des individus constitue l’un des domaines importants de discussions dans les études sur la sécurité internationale. Les conflits internationaux est un phénomène ancien qui distingue les relations internationales. Ces conflits sont différents ce qui àaugmenté le taux de son intensification. . Summary With the beginning of the twentieth century, security issues, especially environmental ones, witnessed the attention of the scientific community and the units of the international community. Environmental issues such as climate variables, environmental degradation and the water problem were classified with a wide combination of threats and asymmetric risks within the new threats to international security, linking environmental issues with security and considering them as a threat to the security of states, societies and individuals. It has been an important area of discussion in international security studies. In addition, international disputes are an ancient phenomenon that characterized international relations. International disputes have varied and multiplied, which increases their complexity. Also, conflicts over the environment are as old as humanity, as the world has known wars, most of which were due to environmental resources. From this standpoint, our study focused on the impact of environmental factors on international relations and the role of conflict on environmental resources, as well as the most important theoretical trends that dealt with environmental issues and their relationship to conflict.
