الاقتصاد غير الرسمي في الجزائر: دراسة أثر أدوات السياسة المالية خلال الفترة (1980-2019)

Résumé: تهدف هذه الدراسة الى تحليل أثر السياسة المالية على الاقتصاد غير الرسمي في الجزائر خلال الفترة من 1980 الى 2019 وهذا بالاعتماد على أدوات السياسة المالية كمتغيرات مستقلة وحجم الاقتصاد غير الرسمي كمتغير تابع، باستعمال نموذج الانحدار الذاتي ذات الفجوات الزمنية المتباطئة حيث أظهرت نتائج اختبار الحدود وجود علاقة توازنيه طويلة الأجل. كما خلصت الدراسة الى وجود أثر طويل وايجابي بين النفقات العامة وحجم الاقتصاد غير الرسمي وهذا بسب عدم ترشيد النفقات وادراجها في القطاعات المنتجة والخالقة لفرص العمل إضافة الى وجود أثر سلبي وطويل بين الإيرادات العامة وحجم الاقتصاد غير الرسمي وأثر إيجابي وطويل بين الدين العام وحجم الاقتصاد غير الرسمي. This study aims to analyze the impact of fiscal policy on the informal economy in Algeria, during the period from 1980 to 2019 . This is based on financial policy tools as independent variables and the size of the informal economy as a dependent variable, using the autoregressive distributed lag (ARDL) model. The results of the bounds test showed The existence of a long-term equilibrium relationship. The study concluded that there is a long and positive effect between public expenditures and the size of the informal economy, this is due to the lack of rationalization of expenditures and merging them to productive and job-creating sectors. In addition the research showed the existence of a long and negative impact between public revenues and the size of the informal economy, As well as a positive and long impact Between public debt and the size of the informal economy.
