علاقة التأثير و التأثر بين الدين العام والانفاق العام (بالتطبيق على الاقتصاد الأردني خلال الفترة 2005 ــ 2023) The Relationship Of Influence And Interdependence Between Public Debt And Public Expenditure (applied To The Jordanian Economy During The Period 2005-2023)

Résumé: يهدف هذا البحث إلى إيجاد نوع علاقة التأثير والتأثر بين الدين العام والإنفاق العام في الأردن خلال الفترة الزمنية 2005-2023م، مستخدمين المنهج الوصفي التحليلي والمنهج الكمي الذي يتلاءم وطبيعة بحثنا. وقد بينت الدراسة بعد استخدام نموذج الانحدار الخطي البسيط أن الانفاق العام مؤثر في الدين العام، وأن هذا الأخير بدوره مؤثر في الانفاق العام، غير أن أهم نتيجة هي أثر الانفاق العام الجاري في الدين العام أين سجلنا معامل الارتباط يساوي 0.956= R وهذا يدل على أن العلاقة موجبة أي طردية وقوية بين الانفاق العام الجاري والدين العام، وأنه للإنفاق العام الرأسمالي أثر غير معنوي على الدين العام. مما يدفعنا إلى أن نوصي السلطات الأردنية بالإحجام عن الاقتراض لتمويل الإنفاق الجاري، وفي المقابل توجيه كل الدين العام لتمويل الإنفاق الرأسمالي، لأن دلك سيساهم في تحقيق إيرادات في المستقبل القريب تكون كفيلة بتغطية الدين العام وخدماته. This research aims to find the type of relationship of influence and impact between public debt and public spending in Jordan during the period 2005-2023, using the descriptive analytical approach and the quantitative approach that suits the nature of our research. The study showed, after using the simple linear regression model, that public spending is influential on public debt, and that the latter in turn is influential on public spending. However, the most important result is the effect of current public spending on public debt, where we recorded a correlation coefficient of 0.956 = R, which indicates that the relationship is positive and strong, between current public spending and public debt. And that public capital spending has an insignificant effect on public debt. Which prompts us to recommend that the Jordanian authorities refrain from borrowing to finance current spending, and in return direct all public debt to finance capital spending, because this will contribute to achieving revenues in the near future that are sufficient to cover public debt and its services.
