الجوانب الوقائية لحماية المستهلك في مجال الدفع الالكتروني

Résumé: أفرز التطور في مجال تكنولوجيا الاعلام والاتصال، العديد من التحديات التي تواجه المستهلك الالكتروني، عند القيام بمعاملات الكترونية تلبية لاحتياجاته اليومية، خاصة وأنه في كثير من الأحيان لا يقتصر تعامله على الأسواق الالكترونية الوطنية فقط، بل يتعداه الى الأسواق الالكترونية الدولية. ولهذا، تظهر أهمية موضوع توفير الحماية الوقائية -المكمَلة للحماية القانونية للمستهلك - من أجل تمكين المستهلك وتطوير تعامله، ليكون قادرا على تفادي والمحافظة على أمنه وخصوصية بياناته الشخصية اثناء عملية الدفع الالكتروني، ولعل أهم فاعل أساسي في هذا الدور الوقائي المذكور آنفا، هي جمعيات المستهلكين التي تتشكل من المستهلكين أنفسهم، التي يمتد عملها في الجزائر من أجل تفعيل الدور الوقائي في مجال حماية المستهلك من مخاطر الدفع الالكتروني. The development in the field of information and communication technology has resulted in many challenges facing the Electronic Consumer when conducting electronic transactions to meet his daily needs, especially since he often deals not only with national electronic markets, but also with international electronic markets. Therefore, the importance of providing preventive protection-complementary to the legal protection of the consumer - in order to empower the consumer and develop his dealings, to be able to avoid and maintain the security and privacy of his personal data during the electronic payment process, perhaps the most important key actor in this preventive role mentioned above, are consumer associations formed by consumers themselves, whose work extends in Algeria in order to activate the preventive role in the field of consumer protection from the risks of electronic payment.
