تداعيات الاتجار غير المشروع بالأسلحة الصغيرة و الخفيفة

Résumé: إن الاتجار غير المشروع بالأسلحة الصغيرة و الخفيفة و إساءة استعمالها يتسبب في العديد من المشاكل المعقدة و المتعددة الجوانب و التي تؤثر بشكل سلبي على الأهداف الإنمائية للألفية و تفاقم النزاعات المسلحة و العنف، كما تزيد من مستويات الإجرام و الذي يقوض بدوره مؤسسات الدولة و ينشر الخوف و انعدام الأمن و يسهم في إيجاد مناخ يسوده الإفلات من العقاب، ولعل أشد من يعاني من الاتجار غير المشروع بالأسلحة الصغيرة و الخفيفة هم السكان المدنيون الذين يجدون أنفسهم محاصرين في حالات عنف مسلح في بيئات ترتكب فيها الجريمة و النزاعات المسلحة. The illicit trade in small arms and light weapons and their misuse causes many complex and multifaceted problems that negatively affect the millennium development goals, exacerbate armed conflicts and violence, and increase levels of crime, which in turn undermines state institutions and spreads fear, and insecurity contributes to creating a climate of impunity, Perhaps those who suffer most from the illicit trade in small arms and light weapons are the civilian population, who find themselves trapped in situations of armed violence in environments where both crime and armed conflict are committed.
