الرقمنة ودورها في تحسين جودة الخدمة العمومية : دراسة حالة بلدية شلية خنشلة
Résumé: ملخص : ان الهدف من الدراسة هو معرفة دور الرقمنة في تحسين جودة الخدمة العمومية المقدمة للموظفين في الإدارات العمومية، حيث تم التعرف على الخدمات المقدمة من طرف بلدية شلية مع ابراز الدور المهم للرقمنة في استمرارية تقديم الخدمات لتحسين من جودة الخدمة العمومية واكتشاف اهم التغيرات والتطورات التي جاءت بها الخدمة الحديثة مقارنة بالخدمة التقليدية. كما ساهمت الرقمنة في تهيل الإجراءات والمعاملات الإدارية من حيث السرعة كالشفافية والموضوعية لاستفادة المواطنين منها بشكل زاد من تطورها للافضل . ومن اهم ما توصلت اليه الدراسة هو ان الرقمنة ساهمت بشكل كبير في تحسين وتفعيل جودة الخدمات العمومية في بلدية شلية . Summary: The aim of this study is to know the role of digitization in improving the quality of public service provided to citizens in public administrations;where the services provided by the unicipality of chelia were identified ; highlighting the Important role of digitization in the continuity of oroviding services and discovering the most important changes and development that it brought;the modern service; compared to the traditional service, digitization also contributed to facilitating administrative procedures and transqctions in terms of speed, transparency and objectivity, so that citizens could benefit from it in a way that increased its development for the better.
