معالجة العجز الموازني في الجزائر بين متطلبات حوكمة الإنفاق وضرورة استدامة مصادر التمويل

Résumé: تهدف هذه الدراسة إلى استعراض تطور العجز الموازني في الجزائر، وأهم عوامل تناميه خلال الفترة الممتدة بين 2000- 2016، وقد توصلنا إلى أن الارتفاع المستمر للإنفاق الحكومي وانحصار مصادر تمويله من الأسباب الرئيسية لتفاقمه في السنوات الأخيرة، ما يتطلب ضرورة إرساء متطلبات حوكمة نفقاتها العمومية واستدامة تمويل الميزانية من خلال البحث عن مصادر تمويلية بديلة للعوائد النفطية، وذلك بتنويع مصادر الدخل الوطني، إحلال الجباية العادية محل الجباية البترولية، تنويع القاعدة الإنتاجية وتفعيل ميكانيزمات السوق بمختلف أشكالها. الكلمات المفتاحية: العجز الموازني، حوكمة الإنفاق العمومي، أسعار النفط، استدامة المالية العامة . The budget deficit treatment in Algeria between public expenditure rationalization requirements and the need for sustainable sources of funding Abstract: The purpose study was aimed to present the evolution of the budget deficits in Algeria during the period of 2000-2016, We have reached that, the continuing rise of public expenditure and the decline of its funding sources are the most important factors increasing the deficit; In front of this situation, must Algeria to sustained its budget financing, through the rationalization of the public expenditure, and by searching for the alternative sources of financing without oil revenues, through diversifying sources of national income,and the diversification of the production base and activating the mechanisms of the market in various forms.
