دور حوكمة سياسات الإنفاق العمومي في الحد من العجز الموازني في الجزائر

Résumé: حاولنا في هذه الدراسة إبراز الدور الذي تلعبه حوكمة سياسات الإنفاق العمومي في الحد من العجز الموازني في الجزائر بين سنتي 2000- 2016، بمحاولة ضبط مفهومها، واستعراض أهم عوامل نجاحها في ظل انحصار الموارد المالية للدولة، وما تم التوصل إليه هو أنه لا مناص أمام الجزائر سوى استدامة مصادر تمويل موازنتها، من خلال حوكمة سياساتها الانفاقية بإرساء متطلباتها، خاصة ما تعلق بتحقيق كفاءة النفقة العامة، وتعزيز شفافية المالية العامة وفق توصيات المؤسسات المالية الدولية، بالتزامن مع البحث عن مصادر تمويلية بديلة للعوائد النفطية، ما يكفل تحقيق التوازن العادل في الميزانية. We tried in this study to highlight the role played by the governance of public expenditure policies to reduce the budget deficit in Algeria between the years 2000- 2016, trying to adjust the concept, and a review of the most important success in light of the decline of the financial resources of the State of factors, we have found it to be over Algeria, the need for sustainable financing of the budget through the governance of public expenditure establishing requirements especially attached to the achievement of the efficiency of public spending, and promoting fiscal transparency in accordance with the recommendations of international financial institutions, in conjunction with the search for alternative sources of financing for oil revenues, which ensures a fair balance in the budget.
